You should assume that they ARE copyrighted unless it specifically states that it isn't. If you use images you got from google, that doesn't mean that they aren't copyrighted. There's a thread stickied here and in the Shops board about how to find images for free use.

When I search "creative commons" with Flickr, most of the pics say "no deritvative works: You may not alter, build, or transform upon this work"--does that mean I can't edit them and use them for my graphics?

That's right.
That's why you have to go to the advanced search>Creative Commons>and then there's a special option to search so you only see images that you can altar.
